Upland council uses remaining ARPA funds for zoning contract, approves $19,560 emergency payment

The contract had been passed by the council on Nov. 17, 2024. The council adopted Resolution 7-2024 to formalize the ARPA distribution by a 4-0 vote.
Fletcher also asked the council to approve two outstanding invoices from Culy's for emergency work and supplies related to a recent water-main break at 2nd Street and Berry Avenue. The invoices totaled $19,560. Councilman Michael Harbin moved to approve payment; the motion was seconded by Brad Yordy and passed 4-0.
The council did not debate the merits of the RMA contract during the meeting; members voted to apply the remaining ARPA balance toward the contract so the town can proceed with zoning and BZA formation work. There was no public comment recorded on these items during the session.
What happens next: The town will apply the remaining ARPA funds as directed; the RMA contract (previously approved on Nov. 17) will proceed and the Culy's invoices will be paid from ARPA funds. Any further budget or contract steps were not specified in the minutes.
