Upland council adopts asset-management ordinance, approves $1.03M CCMG bid and $19,091 ARP payment

The Upland Town Council on Aug. 6 adopted Ordinance 11-2024, an asset management policy, accepted a $1,028,058 bid from Brooks Construction for the town's Community Crossings Matching Grant (CCMG) project and approved paying $19,091.58 to Commonwealth Engineers from American Rescue Plan (ARP) funds to cover an outstanding balance on the Jefferson Street stormwater project.
Council President Shawn Sizemore called the meeting to order. Clerk-Treasurer Mary Fletcher said the statewide SBOA audit for 2022–2023 began the same week. Fletcher presented Ordinance 11-2024 for a second reading; Councilman Michael Harbin moved to approve the second reading, which passed 4-0. Councilman Brad Yordy then moved to waive the third reading and adopt the ordinance; that motion, seconded by Councilwoman Amy McCrea, passed 4-0.
Town Manager Jonathan Perez opened bids for the CCMG repaving project and reported the town's CCMG award total is $1,250,000. Two contractors submitted bids; the lowest was Brooks Construction at $1,028,058. Councilman Michael Harbin moved to accept the Brooks bid; Brad Yordy seconded and the motion passed unanimously.
Perez also presented two invoices from Commonwealth Engineers totaling $19,091.58 for work on the Jefferson Street stormwater project; he said the amount exceeded the originally approved budget. Councilwoman Amy McCrea moved to pay the outstanding balance from ARP funds; Michael Harbin seconded and the motion passed 4-0.
In department reports, Marshal Andy Cassidy told the council the police department logged 568 calls in July, that Officer Mike Conner had left the department for another job, and that part-time officers are temporarily covering the daytime shift. Cassidy said the department will take part in a four-hour tactical training with the Gas City Police Department and that he has a quote from Axon for body cameras and is seeking a Motorola quote.
Town Attorney Adrienne Rines Hammond said Councilman Brad Yordy secured voluntary annexation signatures from the Cully family but one signature is still outstanding; Council President Sizemore requested completion by the next meeting on Aug. 20. Hammond also said the Canoe Trail deed will be sent to Sizemore and Perez for review before filing.
Town Manager Perez reported ongoing sidewalk discussions following the July 30 town hall, utility-department reconstruction work, and that two employees (Ralph and Owen) will receive water certification. He said the town decided not to reapply for READI 2.0 at this time.
No members of the public spoke during the public-comment period. Council members briefly reported that the town hall meeting was productive and thanked staff. No ADA or Title VI concerns were reported. The meeting adjourned at 7:59 p.m.; the council's next regular meeting is scheduled for Aug. 20, 2024, at 7:00 p.m. at Upland Town Hall.
