Town manager reports INDOT acceptance, suspends contractor payment after lift-station issue; crews fix 3rd Street water leak

Town Manager Jonathan Perez reported several operational updates to the Upland Town Council at the Aug. 20 meeting.
Perez said the town successfully submitted all required documentation for the Community Crossings program to INDOT and that INDOT has reviewed and accepted the documents; the town is awaiting direction from INDOT to begin the bidding process.
Perez also reported that payment to contractor Brackney has been suspended because of an error connected to the North Lift Station project. He said the town is conducting a survey at the North Lift Station site to resolve a property-boundary discrepancy and the suspension followed identification of an error related to that project.
On a separate infrastructure issue, crews were actively working to repair a water leak on 3rd Street at the time of the meeting. Perez said residents in the affected area could be subject to a boil-water order from Payne Street to Thorburn Street if official notification became necessary.
The manager said the town is developing a plan to ensure sidewalks for the Mainstreet Mile are constructed using concrete rather than asphalt, following recent public feedback. Perez also noted electrical and lighting issues at Town Hall, Depot Park and Upland Park and said internal administrative changes are being implemented to address operations and maintenance.
During public comments, Don Curry (1421 S. Valhalla St.) raised concerns about an overgrown property allegedly violating the town’s weed ordinance and asked the council to address a hazardous intersection at 8th and Berry that he said is dangerous for bike riders. The council did not take formal action on those complaints during the meeting.
