Upland council elects Brad Yordy vice president; approves first readings to (re)establish redevelopment bodies

At its Aug. 20 meeting, the Upland Town Council elected Brad Yordy vice president and took unanimous first-reading votes to re-establish a Redevelopment Commission and create a Redevelopment Authority, with councilors told appointments must be made by the next reading.
Council President Shawn Sizemore called the Upland Town Council to order on Aug. 20, 2024. The council elected Councilman Brad Yordy as vice president after a motion from Michael Harbin and a second from Amy McCrea; the motion carried 4-0 with Yordy recorded as abstaining.
The council then took first readings on two separate ordinances related to redevelopment. Michael Harbin moved to pass Ordinance 12-2024, to re-establish the Redevelopment Commission; Harbin’s motion was seconded by Brad Yordy and passed 5-0. The council immediately followed with the first reading of Ordinance 13-2024, to establish a Redevelopment Authority; Harbin moved and Amy McCrea seconded, and the measure passed 5-0. Attorney Adrienne Rines Hammond told the council that appointees to the RDA and RDC must be named by the next reading.
Clerk-Treasurer Mary Fletcher presented the July 2024 APV register, allowance docket and fund report. Amy McCrea moved to approve the financial reports and Brad Yordy seconded; the motion passed 5-0.
The council also conducted routine procedural business, including approval of the meeting minutes (a motion by Brad Yordy, seconded by Amy McCrea) which passed 4-0 with Councilman Heath Slain recorded as abstaining. No formal roll-call of individual yes/no votes was recorded in the minutes beyond the tallies and noted abstentions.
What happens next: council members were instructed to submit names for appointment to the newly established redevelopment bodies before the ordinances’ next reading. No implementation timeline for the RDA or RDC was set at the meeting.
