RDA approves Main Street sculpture by Cloud Studio and corrects interlocal TIF language excluding library levy

At its June 16 meeting the Redevelopment Agency (RDA) of Midvale City approved two significant actions: commissioning public art for Main Street and amending an interlocal agreement with Salt Lake County to clarify which levies are included in tax-increment financing.
RDA staff Moira presented the selection of Cloud Studio LLC — represented by artist Sujin Lim — for a commissioned sculpture titled "A Place for Dreams." The installation will stand roughly 24 feet tall across from the food-truck plaza and incorporate lit elements for nighttime visibility. The total project cost is $114,390, with half budgeted from FY26 Bingham Junction public-art funds and half from FY27 funds. Terms include 50% payment at contract execution, 30% at fabrication and 20% on installation, plus a two-year defect warranty. The board discussed site visibility and the relation to the existing plaza sign; staff noted tree plantings and location constraints but affirmed the site was chosen for exposure to foot traffic and food-truck events. The RDA approved the artist commission unanimously.
Separately, RDA staff (Kate) presented a correction to a 2021 interlocal cooperation agreement with Salt Lake County concerning the Main Street Community Development Area (CDA). County remittance for tax year 2024 included both Salt Lake County and Salt Lake County Library levies; the amendment explicitly excludes the library levy from participation in the CDA’s tax increment as originally intended. Kate said the fiscal impact from the county share remains unchanged and represents approximately 15% of the Main Street CDA revenue (roughly $2,264,812 over 20 years). The board approved the interlocal amendment unanimously.
The agency also adopted its FY2027 budget and a Bingham Junction budget amendment to record a payment for a plaza project that spanned fiscal years; all RDA actions passed with unanimous or recorded approval.
