Midvale approves five-year emergency-management planning agreement with UFA at $60,613 this year

Midvale City on June 16 approved resolution 2026-R-41 to enter into an emergency-management planning services and reimbursement agreement with the Unified Fire Authority (UFA).
City Manager Matt Dahl explained Utah law requires municipalities to provide certain emergency-management functions and that Midvale has contracted with UFA for a planner who supports multiple cities. The most recent planner took a new position; UFA hired Ben Gustafson, who began in the role on the meeting day. The agreement secures two units of planner time to Midvale; staff described units as an allocation of regular planner hours (roughly equivalent to a day of work per unit).
Dahl said Midvale’s share of the service for the coming year is $60,613 and that the contract largely mirrors the prior 2019 agreement that had expired. Council members voted to suspend the rules and approve the five-year agreement; the motion passed unanimously.
Staff noted the arrangement provides Midvale with planning services, training, and required documents to maintain emergency preparedness without hiring a full-time in-house planner.
