Van Bibber Lake advances metered billing rollout; board reviews $120,000 water tower quote

District operations staff told the board on March 14 that the metered-billing system is approximately 90% ready and the expected customer-billing rollout is two to three months away.
Water/Wastewater Superintendent Jeremy Staley said staff continue to work with Zenner and Keystone to align MIU data and noted ongoing radio-communication and battery-life issues that must be resolved before full implementation. The meeting also recorded seven lockoffs related to leaks or nonpayment and 18 roto-rooter calls in wastewater after heavy rainfall.
The board received an approximately $120,000 quote for a water tower replacement and noted an independent inspection has been completed; members asked staff to obtain additional quotes before any commitment. The board also reviewed system maintenance needs including generator- and equipment-repair quotes and agreed to issue public messaging about blockages caused by improper disposal of wipes and gloves.
The board noted the Zenner contract has been executed and paid; the vendor rejected a requested legal modification changing the governing law to Indiana. No final procurement decisions on the tower or major capital work were made at the March 14 meeting.
