Upland council approves first reading of Asset Management ordinance, approves payments and minutes

The Upland Town Council on July 16 approved the first reading of Ordinance 11‑2024, the town’s Asset Management Policy, by a 3‑0 vote after a motion by Brad Yordy and a second from Michael Harbin.
The ordinance advance came during routine business after Council President Shawn Sizemore called the meeting to order at 7:00 p.m. Clerk‑Treasurer Mary Fletcher told the council the town’s GoGov app has been released to the public and that the State Board of Accounts audit should be underway by the end of July.
The council also approved the June APV Register and Allowance Docket on a motion by Harbin, seconded by Yordy, by the same 3‑0 margin. Earlier in the meeting, Harbin moved and Yordy seconded approval of the June 18 minutes; that motion likewise passed 3‑0.
No contentious debate preceded the votes; council members handled the measures as routine agenda business. The council did not take final action beyond the ordinance’s first reading; further consideration or subsequent readings were not recorded at this meeting.
The meeting record shows the 1st reading of Ordinance 11‑2024 was advanced to the council’s next steps. The next regular council meeting is scheduled for Aug. 6, 2024, when additional agenda items and any remaining procedural steps could be addressed.
