Napoleon City Council on June 15 approved a contract to update the citys comprehensive master plan and zoning code, awarding the work to Revel Limited for a proposal price presented as $98,400.
Councilmember Lori (presenting staff recommendation) said the city's zoning code had not been substantially updated since about 2010 and the comprehensive plan (last completed 2019) needed revision to address topics such as short-term rentals and camping. "His proposal for $98,400 would do both of those things," Lori said, referring to consultant Glenn Griale of Revel Limited.
Jan (staff) asked council to consider waiving the quality-based selection process because Revel Limited had worked frequently with the city and surrounding jurisdictions and had historical knowledge of Napoleons code. She said the consultant's schedule projected a mid-2027 completion.
Council voted to suspend rules and approved the resolution authorizing expenditure of funds over $50,000 and awarding the contract to Revel Limited by roll call.
The resolution directs staff to move forward with contracting and follow the public-engagement process described by staff, which includes onsite stakeholder meetings, public outreach sessions and multiple plan iterations before final council approval of the finished plan.
