Village Board approves $172,707.87 in claims, backs budget transfer and appoints planning board member and crossing guard

The Village Board met Sept. 9 at the Village Municipal Center and approved payment of claims totaling $172,707.87 across General, Sewer, Water and other funds.
Clerk-Treasurer Rick Roberts presented the claims: General Fund $38,536.15; Sewer Fund $109,661.80; Water Fund $15,262.18; Senior Shuttle $1,872.44; and unaudited vouchers $7,375.30. Trustee Heather Leaman moved approval of the payments; Trustee Dean Hyatt seconded and the Board carried the motion unanimously.
Roberts also circulated a memo recommending a single General Fund budget transfer to avoid overdrawing line items: increase A19104 Property Insurance by $4,426.00 and decrease A73101 Personal Service, Youth Program by $4,426.00. Trustee Dean Hyatt moved approval; Trustee Heather Leaman seconded and the transfer was approved unanimously.
The Board accepted monthly reports for the Police Department, Fire Department, Local Ordinance Officer, Water Department (three samples were reported as satisfactory) and Village Court after a brief review; Trustee Denise Davies moved acceptance and the motion passed unanimously.
The Board authorized the Village Clerk to attend the NYCOM and New York State Comptroller fall training conference in Saratoga, Sept. 16–20, by a unanimous vote.
Mayor Paul Labas reported that the newly constructed pickleball courts at Mettowee Park have opened and are seeing heavy use. He thanked Pete Tatko for donating a slate plaque to the facility and complimented the DPW for constructing and maintaining the courts. Labas also reminded residents that the winter parking ban takes effect Nov. 1 and asked landlords and homeowners to keep streets clear overnight in inclement weather to allow for snow removal and emergency access.
The Board adopted a fall leaf-and-brush collection schedule, with DPW to collect yard waste from Oct. 7 through Nov. 18; the schedule was approved by unanimous consent.
Mayor Labas opened the public comment period at 7:15 p.m.; no members of the public spoke. The Board then entered executive session at 7:15 p.m. to consider personnel appointments in the Police Department and on the Planning Board and to discuss a potential contract negotiation; the Board returned to open session at 7:30 p.m.
Following the executive session, Mayor Labas announced the appointment of Mark Kunen to fill the unexpired Planning Board term of Heather Leaman, effective Aug. 19 and continuing through March 2026. Trustee Dean Hyatt moved support for the appointment, Trustee Denise Davies seconded and the motion carried unanimously.
Trustee Dean Hyatt moved the appointment of Lynne Gracon as a crossing guard effective Sept. 5 at a rate of $15 per hour; Trustee Heather Leaman seconded and the motion was approved unanimously.
Trustee Heather Leaman moved to adjourn the meeting at 7:35 p.m.; Trustee Dean Hyatt seconded and the meeting concluded without objection.
