Granville Village Board approves routine payments, budget transfers and sets March 18 election

The Granville Village Board on Jan. 6 approved $82,263.47 in claims and several intra-fund budget transfers to prevent overdrawing individual line items, and set key administrative dates for the coming months.
The Board audited claims across the General, Sewer, Water and Senior Shuttle funds and approved payment after Trustee Dean Hyatt moved for their approval and Trustee Denise Davies seconded; the motion carried unanimously. Clerk-Treasurer Richard H. Roberts presented recommended budget transfers: a set of small adjustments in the General Fund (net $0 when reallocations are combined), reallocation in the Water Fund to cover a $3,250 power/pumping shortfall, and a $500 reallocation in the Sewer Fund to cover engineering fees tied to pump station work. Trustee Hyatt moved and Deputy Mayor Gordon Smith Jr. seconded approval of the transfers; the vote was unanimous.
Mayor Paul Labas presented a resolution setting the General Village Election for March 18, 2025, with polling hours from noon to 9 p.m. at the Village Municipal Center. Trustee Heather Leaman sponsored the resolution and Deputy Mayor Smith seconded; the board passed it by roll call.
The board also approved a resolution, sponsored by Trustee Denise Davies and seconded by Trustee Leaman, to abolish the Village Registration Day on the grounds that multiple voter-registration avenues exist through Washington County. The resolution passed unanimously by roll call vote.
Mayor Labas announced the appointment of Ronald Withrow to the Zoning Board of Appeals to fill the unexpired term of Susan Hurley; Withrow, who lives on West Main Street, was introduced as having prior municipal board experience. The appointment was recorded by the clerk.
Looking ahead, Labas outlined the budget timeline for 2025–26: staff meetings and department submissions in January, a working draft to the board in February followed by a budget workshop, a tentative budget set in March that will be available for 30 days, a public hearing on April 7 and final adoption thereafter. Labas said he hopes to keep the levy increase at 2.5% or less and expects small adjustments to water and sewer charges.
