Houston police say three suspects arrested in Loracapa block‑party shooting that killed 3, injured 8

Sgt. Adam Dudley of the Houston Police Department's homicide division said Tuesday that three people have been arrested in connection with a Sept. 14 shooting at a block party on the 4900 block of Loracapa that left three people dead and eight others seriously injured.

"They are all in custody and will no longer be terrorizing the people of this city or the people of this country," Sgt. Adam Dudley said, announcing the arrests and thanking multiple HPD units and outside agencies for their work.

According to Dudley, the shooting happened at about 2 a.m. when a newer‑model silver Nissan Rogue drove through the gathering and occupants opened fire. Officers received 911 calls at 2:26 a.m., with first HPD units on scene by 2:31 a.m. The people killed were identified as Jarvis Foltry, Breon Stewart and Marlon Jackson; eight others were seriously hurt, Dudley said.

Dudley named the three suspects as Markelo Reynolds, Jacqueline Willis and Javion Noel. He said two were arrested in Los Angeles and remain charged there, and the third, Javion Noel, is in custody in Harris County facing multiple counts including unlawful possession of a firearm and a capital murder charge. Dudley said investigators will extradite the out‑of‑state suspects to Harris County to face the capital murder charge.

Police described a multi‑jurisdictional investigation that used witness interviews, search warrants and extensive surveillance review to identify and link the suspect vehicle and individuals. Dudley said the vehicle was recovered at a rental facility after hours of reviewing footage and using technological resources.

"Surveillance footage is vital," Dudley said when asked by reporters. He confirmed that multiple weapons have been recovered but cautioned that forensic analysis to link specific firearms to the shooting will take time.

When asked whether the arrests point to an organized‑crime operation spanning multiple states, Dudley said he could not comment on other jurisdictions' investigations but that two of the suspects had been arrested together elsewhere and that investigators are still determining whether more people were involved. He renewed a plea for witnesses to come forward, saying some people who may have information were afraid to speak earlier but that the arrests should reduce fear of retaliation.

Mayor John Whitmire praised the detectives and emphasized continued efforts to recruit more officers. "We're not gonna quit till we hold everyone accountable," he said.

Chief Diaz closed the briefing by thanking HPD staff, the mayor and the fire department, which treated eight or nine victims at the scene. Police said the investigation is ongoing and that they are working closely with the Harris County District Attorney's Office; anyone with information is asked to contact HPD.
