The Granville Village Board convened Nov. 4 at 7:00 p.m. at the Village Municipal Center. After the Pledge of Allegiance, the board took several routine actions, accepted monthly reports and heard public comment before adjourning at 7:20 p.m.
Trustee Dean Hyatt moved to ratify the draft minutes of Oct. 7 as posted to the village website; Trustee Denise Davies seconded and the motion carried unanimously. Deputy Mayor Gordon Smith moved to accept monthly reports from the Local Ordinance Officer, Village Court, Fire Department and Water Department (three satisfactory water samples); Trustee Heather Leaman seconded and that motion also passed unanimously.
The board audited and authorized payment of claims totaling $84,809.21, distributed as follows: General Fund $30,088.03; Water Fund $9,347.12; Sewer Fund $22,487.77; Senior Shuttle $1,336.63; unaudited vouchers $21,549.66. Trustee Heather Leaman moved to authorize payment; Deputy Mayor Gordon Smith seconded and the motion carried unanimously.
During the Mayor’s reports the board received announcements about the Nov. 5 national election and a polling‑location change to the Town Offices, upcoming vacancies on the Zoning Board of Appeals and Planning Board alternates, and an update on a community website expected to be completed in December with a January launch. The board also authorized the village attorney to draft proposed local legislation for a 1% gross receipts tax on utilities and set a public hearing for Dec. 2.
In public comment Mrs. Robin Anderson of St. Mary’s Church requested support for restarting a non‑denominational youth program for grades 6–12; Trustee Dean Hyatt suggested volunteers could help clean and store veterans banners and the mayor said the banner project could be a fit for youth volunteers. With no other business the board adjourned at 7:20 p.m.
