Mayor Paul Labas opened the meeting at 7 p.m. and led the Pledge of Allegiance. Trustee Dean Hyatt moved to ratify the minutes of the Sept. 9 meeting; Deputy Mayor Gordon Smith Jr. seconded and the motion carried unanimously. Deputy Mayor Smith then moved to accept the monthly reports for the fire, police, local ordinance, court and water departments; Trustee Denise Davies seconded and the motion carried.
The board authorized payment of claims totaling $122,136.30, which the clerk presented as: General Fund $41,489.92; Sewer Fund $60,392.06; Water Fund $14,328.81; Senior Shuttle $1,521.95; unaudited claims $4,403.50. Trustee Heather Leaman moved to authorize payment as presented; Trustee Dean Hyatt seconded and the board approved the disbursements.
On personnel matters, Mayor Labas announced that both provisional Sgt. Joshua Whitney and Officer Bryan Greco passed the civil service examination and that the eligibility list will be maintained for four years. Trustee Denise Davies moved the permanent appointment of Joshua Whitney to Police Sergeant; Deputy Mayor Smith seconded and the motion carried unanimously.
The board approved a written request from Violet Williams of St. Mary’s Church to use the Veterans Park bandstand for a public, ecumenical prayer service on Oct. 12 from noon to 1 p.m. Trustee Davies moved approval and Trustee Heather Leaman seconded the motion, which carried.
Paul Garrone, co‑chair of the Lighted Tractor Parade committee, asked the board to approve this year’s parade for Saturday, Dec. 14 at 5:30 p.m. Garrone said the committee expects at least 60 participating tractors, anticipates 6,000–8,000 attendees, and will coordinate safety and traffic control with the Granville Police Department, DPW and the Washington County Sheriff’s Office. Trustee Dean Hyatt moved to approve the event; Deputy Mayor Smith seconded and the board approved the parade.
During public comment, Mayor Labas praised the DPW and Superintendent Scott Mackey for regular hydrant flushing and water‑system maintenance. He read a letter from Lamont Engineers reporting a hydrant flow of 1,000 gallons per minute during a pressure/flow test on East Potter Avenue and noting “exceptional” water clarity, and credited regular maintenance at the Water Plant and in the distribution system.
The mayor also reminded residents that the polling location for the Nov. 5 general election has moved to Town Hall on East Main Street, with polling hours from 6 a.m. to 9 p.m. Deputy Mayor Smith asked whether remediation in the township following a summer chemical spill at Saint‑Gobain was complete; Mayor Labas asked DPW Superintendent Scott Mackey to follow up with the appropriate New York State authorities and report back to the board.
Trustee Heather Leaman moved to adjourn at 7:15 p.m.; Trustee Dean Hyatt seconded and the motion carried without objection. The board took no other formal actions during the meeting.
