Board approves consent items including rooftop solar projects and dozens of community use fee waivers

The Waterbury Board of Education on June 18 approved a consent calendar that included memoranda of understanding, grant applications and authorization to submit form SCG-042 to commence rooftop solar photovoltaic projects at several district schools (Wendell L. Cross Elementary, MM Generali Elementary, Sprague Elementary, BW Tinker Elementary, and Westside Middle School; DAS project numbers were read into the record). The consent calendar also included requests to apply for state grants and several professional services contracts.
Separately, the board considered and approved multiple fee-waiver requests from community organizations for facility use during the summer months. Examples recorded in the meeting record include:
• City Youth Theater: waivers of $5,670 (Crosby auditorium and lobby) and $9,720 (Crosby caf and classrooms).
• Hoops for Life: waivers of $7,140 (Reed School gym) and an additional $7,140 for Westside Middle School use.
• BA Baller Not a Bully: $3,070 for Wilby High School use.
• Connecticut Rebound: $936 for Wilby High School unified sports camp.
• Waterbury Bridge to Success: $11,592 for Reed School gym.
• Waterbury Ballers: $4,200 for Career Academy gym.
• A13 Leadership Academy: multiple waivers of $2,016 across Kennedy, Crosby and Rotella sites.
Commissioner Orso raised concerns about the cumulative cost of waivers and urged that a new fee-waiver policy be implemented to bring organization notification and limits into the process. He said in the meeting, "These prices are are just ridiculous," and argued the board needed a systematic approach to avoid repeated large unpaid facility costs. Board members said a revised waiver policy was under development and would be presented to the board for approval.
The board also approved several contracts and amendments on the agenda, including a contract amendment with the Connecticut Office of Early Childhood for Early Start Connecticut funding and a construction contract with Glass Plus to replace front entry doors at Driggs and Woodrow Wilson elementary schools. An agreement with Prism Academy LLC to provide special-education services aligned with students' IEPs was also approved.
The consent items and waivers were approved by voice votes and recorded roll-call votes where indicated; motions carried on the record.
