Board moves Kelly Markowitz wetland permit to administrative review after applicant revises plan

The Planning Board moved June 16 to send the wetland permit application for the Kelly Markowitz residence at 4 Brookside Trail to administrative review after the applicant presented revised plans responding to prior comments.
The team reported Zoning Board of Appeals variances had been granted, deep tests found groundwater at about 32 inches below grade, and the revised plan shows a planted swale directing roof and site runoff through stone riprap into a mitigation area sized roughly equal to the disturbance. The proposed change from a basement to a crawl space was made because of the high groundwater.
Planner Jan Johannessen and Building Inspector Kevin Kelly reviewed the memos and inspections; Kelly said there would be no additional referral to the County Health Department because bedroom counts didn't change. The applicant requested administrative handling and the board voted to move the file to administrative review with Jan to confirm that the mitigation area achieves the required one‑to‑one ratio.
