Commission approves temporary concrete batch plant special use permit for Hwy 287 project

The City Commission approved a special use permit on July 15 for a temporary concrete batch plant to support construction of a distribution center at 2151 U.S. Highway 287 Bypass.
City staff said the applicant, Elm Creek Environmental LLC, sought the SUP for a 14.7631‑acre portion of the site zoned light industrial and manufacturing. Notification letters were mailed to nearby property owners and no protests were returned. Planning and Zoning earlier recommended unanimous approval.
Rick Gibson of Estrada Concrete addressed the commission and said the on‑site operation would help contractors manage concrete placement during hot weather by keeping concrete temperature low for proper curing. Gibson said materials and truck staging would be contained on‑site, and that the company planned to confine deliveries and operations to the proposed 3 a.m. to 5 p.m. window Monday through Saturday except for weather or site delays.
Commissioners asked about dust, traffic staging and contact information for complaints; Gibson said the operation would comply with TCEQ requirements and provide contact details for follow‑up. After discussion the commission approved the SUP by voice vote.
The permit will expire 12 months after approval unless extended; staff noted the SUP and related TCEQ permits are required for the temporary facility.
