The Starks Planning Board on Sept. 17 reviewed a permit application for construction within the Shoreland Zoning and Resource Protection District on Sandy River Road and asked for specific corrections and additional information before final approval.
The matter was introduced with contractor Jason Thomas present as agent for property owners Peter and Michelle Jacob. After reviewing the submission, the board identified multiple required revisions to the application and the site plan and voted to accept the application as complete only if those changes were provided to the board. The board also scheduled a site visit for 6:00 p.m. on Oct. 1 to inspect the property and waived the requirement for a public hearing.
The requested corrections, recorded in the board’s review, include: adding Pat Daigle’s address and a DEP certification number in field #4; adding a project completion date in field #9; inserting the amount paid in field #18; marking Page 6 “See Attached”; correcting the site map’s north point; clarifying that road setbacks should be measured from the road centerline to the front edge of the house; clarifying that water setbacks should be measured from the high‑water mark to the front edge of the house; adding the length of the driveway; and showing distances between the house, septic system, well, pond and wetland (including septic-to-house and well-to-septic distances). The board instructed applicants to ensure consistency when referencing road setbacks and to measure from the centerline of the road.
On a separate procedural note, the board approved the minutes of its Sept. 3 meeting by unanimous consent earlier in the session. The board recorded the motions to accept the application as complete subject to the requested revisions and to waive the public hearing requirement as having carried; the transcript does not record who moved or seconded those motions or individual vote tallies.
Next steps: the applicant is to submit the revised application and updated site map showing the specified measurements and clarifications. The board will conduct a site visit at 6:00 p.m. on Oct. 1, followed by review of the updated materials and consideration for final approval. The meeting adjourned at 7:15 p.m.
