Starks board reviews new state housing laws, flags parking changes to local ordinances

The Starks Planning Board reviewed three recently passed state housing laws — LD 1829, LD 427 and LD 997 — at its Nov. 5, 2025 meeting and identified limited changes needed to local ordinances to comply.
Board members concluded that the Site Plan Review Ordinance and the Subdivision Ordinance will require minor revisions to their parking regulations to align with the new statutes. The board noted that the housing laws do not apply to the town’s Shoreland Zoning or to Building Ordinances.
No specific amendments were adopted on Nov. 5; the board discussed the changes needed and indicated staff will prepare ordinance language for future meetings. The board also approved the minutes of its Oct. 1, 2025 meeting by unanimous consent earlier in the session.
