Planning Board discusses recommending MUBEC enforcement; to coordinate with Selectmen

Members of the Starks Planning Board on March 5 discussed whether to recommend to the Selectmen that the town take formal action on enforcement of the Maine Uniform Building and Energy Code (MUBEC). Byrne Wright reported he had researched the Code’s application to small towns and summarized several considerations for the board.
The minutes list the board’s observations: possible options include requiring third‑party certification for new residential construction; confirmation that MUBEC is law and needs enforcement; the buyer’s responsibility for ensuring code compliance; and a need for state clarification on how the Code applies to log cabins. Byrne took the position that Starks’ current regulations support compliance with MUBEC.
The board agreed it would be beneficial to hold a conversation about MUBEC with the town’s new CEO. The Selectmen will invite the CEO to their April 7 meeting, and pending his availability the Planning Board said it would cancel its regular meeting to attend a joint meeting with the Selectmen either on April 7 or at a subsequent date. Gwen Hilton thanked Byrne Wright for his service as an alternate; the minutes note he is moving on to the Select Board. The meeting adjourned at 7:20 p.m.
