The Village of Glendale Heights on June 18 voted to begin the statutory process to create a tax increment financing (TIF) redevelopment area for the Army Trail–Bloomingdale corridor and set a public hearing for Aug. 20, 2026.
Resolution 2026‑R91 initiates the joint review board and public notice requirements under state law; staff told trustees the village will distribute the required notices to other taxing districts and nearby property owners as part of the process leading up to the public hearing.
Trustees asked for clarification on the TIF’s duration and mechanics. Staff explained the board was setting the public‑hearing and notification timeline and that, if established, a TIF typically runs for a statutory period (the board discussed a 23‑year maximum duration for the allocation period). The resolution adopted on June 18 does not in itself establish the TIF boundaries or tax allocation — it begins the review and public‑hearing process required by statute.
The board approved Resolution 2026‑R91 by roll call vote at the meeting. The public hearing will provide an opportunity for residents, adjacent taxing bodies and other stakeholders to review draft materials and comment before the board considers final designation.
