County clerk opposes judge’s request for access to clerk software, cites state rules

County Clerk Valerie Donaldson told the Desha County Quorum Court that state-required remote-access rules restrict program access to the clerk, her staff and auditors and that she will provide needed reports rather than grant the County Judge direct software access.
Valerie Donaldson, Desha County clerk, told the Quorum Court on April 15 that the County Judge had asked the court to sign a form granting him access to the County Clerk’s software so he could view reports that one of his secretaries needs. Donaldson said she prepared the state-required business continuity and disaster and recovery booklet and pointed to the remote-access protocol outlined in it.
"Only myself, my employees, and auditors have access to the County Clerk programs," Donaldson said, citing the presence in those programs of employees’ Social Security numbers and other sensitive personnel information. She said that state policy bars providing other officials access to clerk programs and that, if the Judge needs particular reports, her office would supply them.
The court did not take further action on the request during the meeting. Donaldson raised the item under old business to clarify county policy and to record that the clerk’s office would handle report requests rather than grant direct software access.
