Banner County reviews $24,870 JEO quote to update comprehensive plan; decision deferred

Carl Dietrich of JEO Consulting presented a proposed scope of services to update Banner County’s comprehensive plan, laying out five tasks: project management, data collection and mapping, a goals/strategy workshop, a public survey, and comprehensive plan development.
Dietrich said the package would include outreach and a statistically useful public survey and that his firm aimed to keep the fee roughly in the $25,000 range. "We wanted to keep it in that around that $25,000 range for a fee," Dietrich told the board, and he described a nine-month timeline as typical for the work.
Commissioners asked that the planning commission review the scope and that staff solicit additional quotes, including from a locally mentioned planner, Keith Marvin. The board asked staff to determine how much could be paid from the current fiscal year and how much would need to be budgeted next year; several commissioners said they preferred to confirm planning commission buy-in before approving the contract.
The county did not award the contract at the meeting. The board agreed to include the item on the June 29 agenda after obtaining any additional quotes and planning commission input, and directed staff to work with the consultant to circulate materials to the commission in advance.
