The South Whitley Town Council voted July 23 to award API Construction the town’s 2024 CCMG project with a bid of $1,559,687.60 and granted signing authority for the contract to Council President Randy Cokl. The motion, made by Council Vice President Brock Waterson and seconded by Councilman Trey Weber, passed on a 2‑0 vote.
Waterson told the council he has received multiple calls from residents concerned about trees removed during construction and said residents should notify the clerk’s office if they have concerns; the clerk will forward a list to DLZ for follow up. Mike Duffy of engineering firm DLZ told the council that the town’s CCMG award exceeded the project bid and that a remaining balance is available to apply in the 2024‑2 CCMG cycle. Waterson moved to authorize Council President Randy Cokl to sign the required applications and the financial commitment letter to use the remaining funded balance; Weber seconded and the motion passed 2‑0.
Why it matters: CCMG (Community Crossings Matching Grant) funds are a primary source for local road and related infrastructure projects in many Indiana municipalities. The award moves the town’s road work forward while leaving a remaining award balance that the council authorized officials to apply to future eligible work.
The council did not set a construction start date during the meeting. Residents with concerns about tree removal were directed to contact the clerk’s office for follow up by DLZ or town staff.
