Spring Grove opens 2026 budget hearing; board approves salary ordinances and ratifies equipment spending

The Spring Grove Town Board opened a public hearing on the proposed 2026 budget, which totals $168,129, and set a formal adoption hearing for Oct. 14, 2025.
Clerk-Treasurer Jenney Holthouse presented June, July and August financial statements and told the board that a September county remittance appeared to show the town's full EDIT payment rather than reflecting the EDC's portion; she said she will follow up with the county and the Economic Development Corporation to correct the accounting.
Board member Annemarie Chasteen moved to approve the minutes from the June meeting; Board member Lisa VanDevender seconded, and the motion passed unanimously. Chasteen later moved to ratify a prior e-mail decision allowing the clerk to spend up to $1,000 on a laptop to enable live-streaming; VanDevender seconded and the board approved the ratification. The board also authorized Clerk-Treasurer Holthouse to obtain records storage at up to $400 annually after a motion by Chasteen and a second by Robert Erbse; that motion passed unanimously.
The board considered personnel pay through two salary ordinances. A salary ordinance covering compensation for the board and the clerk-treasurer was presented and adopted after a motion by Chasteen and a second by VanDevender. A separate salary ordinance establishing pay for the planning commission president was presented and adopted on the same motion pattern; both ordinances passed without recorded opposition.
Holthouse also reported that the state Department of Natural Resources staffer who had been handling Spring Grove's revised floodplain ordinance has left the agency. She said DNR intends to amend Wayne County's ordinance first and then extend the changes to Spring Grove and Greensfork, which will delay the town's ordinance update.
Planning Commissioner Jeff Holthouse noted the board's suggestion to request that Rinehart's perform a cut-back on Waterfall Road early next year; he said he will speak with Rinehart's about scheduling.
With no further business, the board adjourned at 7:20 p.m.
