Planning commission approves small school parking revision despite two-space net loss

The Grand View Heights Planning Commission on June 17 approved PC case 04-2026, a minor site-plan revision at 1241 Fairview Avenue that adjusts a southern parking egress to improve emergency-vehicle turning and changes the district’s parking count to 153 spaces.
Andy Culp, superintendent of Grand View Heights Schools, told the commission the northern lot next to the high school will be removed as part of the larger project and the district is proposing to extend parking on Oakland to compensate. Culp estimated about 32 additional spaces in the added area but acknowledged a net loss overall: "once everything's the dust settles...we will have more than ample parking to accommodate our staff and any event that we hold," he said, while also saying the project results in a net loss of two spaces compared with previous totals.
Jordan Selick presented the staff report and explained the southernmost egress is being shifted at the request of the fire department "to better accommodate fire truck turning radius to improve navigation for emergency vehicles." Selick said staff recommended approval, and noted the parking-lot variance originally approved in 2019 would need reapproval to carry forward with this revision.
Commissioners asked about student pedestrian circulation and whether the project should add a short sidewalk to connect the playground and main entry. Commissioner Kasooki suggested adding a sidewalk from the southern lot to the existing sidewalk south of the basketball court; district staff said the site provides a path from the interior of the lot, a fence will separate the playground for security, and the district has other drop-off strategies and increased supervision planned next year to manage traffic flow.
Commissioner Hollerin moved — and amended to include the site-plan review required under the zoning code — and Commissioner Hawk seconded. The commission took a roll call and approved the revised site plan and the associated variance, resulting in a total of 153 parking spaces for the high-school/middle-school complex.
The approved action reauthorizes the prior variance with the new parking count; staff did not list additional conditions beyond the usual permitting and variance reapproval steps. The district said it will continue communications with parents about drop-off logistics and monitor circulation once the configuration is in use.
