St. Paul council OKs $50,000 planning grant application, voids old checks and approves additional appropriation

St. Paul — The Town Council of St. Paul voted May 6 to submit a Community Development Block Grant application for a $50,000 comprehensive plan and approved several municipal financial actions during its regular meeting at the Civic Center.
Council President Joshua Sangl called the meeting to order at 7:01 p.m. and the council unanimously carried a resolution (2025-5) authorizing submission of the CDBG comprehensive plan application to the Indiana Office of Community & Rural Affairs. Victoria Bechert of the Southeastern Indiana Regional Planning Commission presented the application and said the town would provide a $5,556 match from EDIT funds. Council Member Kim Livingston moved to adopt the resolution and Tim Ray seconded; the motion was carried.
The grant application is intended to fund a comprehensive plan for the town; council members did not request additional changes to the resolution at the meeting. The council also approved several routine financial and administrative items presented by Clerk-Treasurer Alyssa Hall, including payroll allowance dockets, accounts payable vouchers and April water/sewer bill adjustments.
The council adopted Additional Appropriation Ordinance 2025-7 after Kim Livingston moved for approval and Tim Ray seconded. In separate action, the council approved Resolution 2025-6, declaring certain old outstanding checks void; Tim Ray moved and Kim Livingston seconded that resolution as read at the meeting.
Hall also reported a payment of $48,150.15 from the Attorney General's office/State Comptroller to the town, described as RACINO funds reimbursed by former Clerk/Treasurer Cassandra Nicole Jenkins for late filings that resulted in penalties, fees and interest to the Internal Revenue Service. The council recorded the payment for the official record.
Among other administrative approvals, the council authorized steps to bring town hall recording into compliance and approved moving forward on facility cleaning quotes and hiring Mike Crowley to assist with asset management to meet State Board of Accounts requirements. The meeting minutes for April 1, 2025 were approved on a motion from Tim Ray and a second from Kim Livingston.
The council did not provide vote tallies in the minutes; each motion recorded in the meeting notes was "put to a vote and the motion was carried."
