Union City Council approves stormwater repairs, park/trail contract, Right-to-Know update and broadband resolution

Union City Borough Council voted unanimously on a slate of infrastructure and governance items at its July 23 meeting.
Council accepted Mansfield’s low quote of $5,000 to repair and reconnect pipe at a sinkhole in Municipal Lot No. 1, with the borough providing pipe and fittings at an estimated cost of $5,000; the motion to accept Mansfield’s quote was made by Councilor James Kerns and seconded by Councilor Steadman and carried unanimously.
Bids for the Devereaux Park/French Creek Trail project were opened and the low bidder, Vavala Concrete, was awarded the contract at $84,774 after a motion by Councilor Osborn and a second by Councilor Steadman; the motion carried unanimously.
Solicitor Wachter recommended clarifying language on how anonymous Right-to-Know requests are handled; Councilor Osborn moved to approve the suggested update to the Right-to-Know Rules and Regulations Policy, Councilor Steadman seconded, and the motion carried unanimously.
Council also adopted a resolution authorizing application to the PBDA for Broadband Ready Community designation and appointed the Erie Area Council of Governments as the municipal broadband champion for the borough; minutes note that a public meeting on the broadband topic, held at 5:45 P.M., had no attendees.
Other routine actions—approval of the agenda, minutes from July 9, 2024, the Secretary’s Report, and authorization for unpaid bills to be paid—were carried by unanimous vote.
The meeting adjourned at 6:38 P.M.; council then met in an executive session from 6:42 to 7:37 P.M. to discuss personnel and contracts and took no action in that session.
Votes recorded in the minutes are recorded as "carried unanimously" for the motions above; the minutes list Councilors Cross, Melissa Winkler, Osborn, Steadman and Kerns as present for the meeting (Councilor Uber arrived at 6:10 P.M.; Councilor Joyce was absent).
