Union City approves retroactive catch‑basin easement and kayak/canoe launch agreement

The Union City Borough Council approved two easement actions Aug. 13: a retroactive easement at 104 East High Street and a new easement with the American Legion for a kayak and canoe launch at the American Legion ballfield along French Creek.
Borough Manager Cindy Wells said PennDOT would install a catch basin at 104 East High and the borough would install an adjacent basin. The council passed a retroactive motion authorizing an easement with property owner Anthony Hickey under terms that the owner will dig and maintain a ditch and install a pipe to connect the PennDOT basin to the borough basin; the borough will accept responsibility for two catch basins and about 60 feet of connecting pipe. Councilor Osborn moved and Councilor Kerns seconded the motion; it carried unanimously.
Solicitor Tim Wachter said he was drafting an easement agreement with the American Legion to allow the installation and maintenance of a kayak/canoe launch along French Creek. Wells said the launch will be installed and maintained with funds from the Pennsylvania Fish and Boat Commission and the Pennsylvania Environmental Council. Councilor Osborn moved and Councilor Joyce seconded approval of the American Legion easement; the motion carried unanimously.
Both motions were recorded as carried unanimously; the minutes do not list implementation dates for either project.
