Union City advances Broadband Ready Communities application, discusses zoning, parking and sidewalk projects

Union City Borough Council on July 9 voted to pursue designation as a Broadband Ready Community and discussed several planning and ordinance items, including zoning amendments, parking changes and upcoming infrastructure projects.
Councilor Kerns moved and Councilor Joyce seconded a motion to proceed with the public meeting and adopt a resolution authorizing the Erie Area Council of Governments (EACOG) to serve as the borough’s Municipal Broadband Champion as part of the Broadband Ready Communities program; the motion carried unanimously. Council discussed the program as a way to expand internet-service-provider options and noted that the borough’s permitting requirements are within the program's recommendations.
On zoning, council considered amending the zoning ordinance to clarify recently approved changes for skill games of chance and to address new items including allowing above-ground pools on adjoining vacant lots, permitting removable sheds up to 144 square feet on a gravel base (no setback from the adjoining property line), while retaining front-yard setbacks. Solicitor Tim Wachter will draft suggested ordinance language for council review.
Council agreed to use WRA, LLP as the engineer for a feasibility study of a school crossing that had been approved; the TA Set-Aside sidewalk project is scheduled to begin July 15. In a separate parking-ordinance discussion council directed the Street Supervisor to calculate how many spaces would be available if angled parking were used in Municipal Lot No. 2; the Solicitor will prepare a proposed amendment for council review. No final ordinance changes were adopted at the meeting. The council also received schedules and event notices from administration, including a July 11 virtual South County EMS study meeting and an insurance presentation on July 30.
Actions taken were procedural and preparatory: the council authorized pursuing the broadband designation and selected an engineer for the school-crossing feasibility work; ordinance drafting and formal hearings remain to come.
