Union City council approves $14,500 emergency stormwater pipe replacement, authorizes up to $6,000 for sinkhole inspection

Union City Borough Council unanimously approved emergency repairs to stormwater infrastructure and authorized an inspection of a municipal sinkhole at its July 9 meeting.
Councilor Steadman moved and Councilor Kerns seconded a motion to hire Mansfield to replace about 90–100 feet of deteriorated galvanized pipe at 98 East High Street with plastic at a cost of $14,500; the motion carried unanimously. Streets Supervisor Bob Phillips told council a sinkhole about 3 feet wide by 8 feet deep opened in the backyard of 98 East High. A Mansfield camera inspection, conducted southward from East High Street, found roughly 50 feet of cement pipe in good condition followed by the galvanized section whose bottom had failed; the inspection camera fell into the failed portion and could not be retrieved.
Council also voted, on motion by Councilor Steadman and seconded by Councilor Osborn, to authorize Mansfield to cut concrete and open the hole in Municipal Lot No. 1 and determine the cause, spending up to $6,000 after contacting McLallen Construction for a comparative price and availability; that motion carried unanimously.
The emergency repair was added to the agenda at the start of the meeting when Councilor Joyce moved — and Councilor Kerns seconded — adoption of the amended agenda to include the emergency pipe repair item.
Streets Supervisor Phillips said that earlier work to stabilize the Bentley Run streambank had been completed but that heavy rain washed out some topsoil and seed; he said the crew will replace material where needed. The council instructed staff to coordinate repairs and to seek pricing comparisons for the municipal-lot investigation before authorizing work beyond the approved $6,000 cap.
Next steps noted at the meeting: Mansfield will replace the failed galvanized section at 98 East High; borough staff will contact McLallen Construction before proceeding on Municipal Lot No. 1 work. No timetable for completion was specified at the meeting.
