The Sanford Parks Advisory Committee on May 19 moved to approve a new rental policy for Kiwanis Family Park and agreed on tighter rules for food trucks at Kiwanis Park.
Caroline Jeffries, Clerk, told the committee the department has drafted a rental policy because demand for park areas has increased and staff must be available to guarantee access for events. "Because of the number of requests for use of areas at the park, the need to have staff available for events, and to guarantee access," the department said, it established the new policy.
Mark Lyczkowski, a committee member, moved to approve the rental policy and Carson Wilson, a committee member, seconded the motion; the minutes record the motion and second but do not record a vote tally or final outcome.
Jeffries also outlined changes to the food-truck policy for Kiwanis Park. The update includes relocating parking spaces, adding a concrete pad for parking spots labeled A and B, and rotating those spaces among vendors so the same truck is not parked in the same spot each event. In response to complaints about generator noise, the policy will require either a muffler or a quiet generator and will require food-truck operators to re-enroll annually.
Committee members discussed the potential for revenue generation tied to the rental policy. The minutes note Chad Spivey, chairman, said the rental approach could be an opportunity for revenue, though no financial estimates or approved fee schedules were presented at the meeting.
The minutes do not list a mover or seconder for the earlier, general motion to approve the prior meeting minutes, nor do they record a vote on the Kiwanis rental-policy motion. The record does show the meeting adjourned on a unanimous motion later in the session.
The committee set its next meeting for July 21, 2025, at 4 p.m.
Coverage of related operational details — including required equipment standards for food trucks and the annual re-enrollment requirement — will be available in the finalized policy once the city publishes the ordinance or administrative rule.
