The Board of Trustees approved the Institutions of Higher Learning system’s FY2027 annual operating budget, a proposal Dr. Pierce described as a $6.7 billion plan and a 14% increase over the prior year. Trustees voted to adopt the recommended budget after Dr. Pierce reviewed revenue composition, expenditure priorities and year‑to‑year changes.
Dr. Pierce told trustees the system’s year‑over‑year operating increase was described in staff materials as an $87 million rise, with $16 million of that coming from recent state appropriations earmarked in part for faculty salary adjustments (a $2,000 raise referenced in the presentation). The presentation emphasized that tuition and self‑generated revenue now account for more than two‑thirds of system funding while state appropriations provide a smaller share (presented in materials as about 27% in comparison charts).
Board materials highlighted spending priorities: instruction, academic support, student services and scholarships together represent roughly 72% of the education & general budget, and personnel remains the single largest object of spending. Dr. Pierce also noted UMMC’s growing share of the system budget and singled out components of the medical center budget driven by hospital operations, research reimbursements and one‑time pandemic (ARPA) funds winding down.
Trustees approved the budget on the record; the decision allows institutions to finalize operating plans for FY2027 and sets the baseline for the board’s later policy and funding discussions. Board staff said institutions will continue reporting on salary and scholarship allocations and that the board office will track implementation.
