Clare County administrator reports midyear funding shifts, insurance spike and regional materials planning

She reported that collections from the recently enacted marijuana wholesale tax are tracking below other projections and could affect future transportation funding available to local governments. Lori said the county currently has a favorable remaining expenditure budget percentage compared with the fiscal calendar expectations and that budget preparations for FY27 are underway, with meetings held with department heads on staffing and capital requests.
Lori said she requested a contract amendment and additional funding from the Michigan Indigent Defense Commission to address a MIDC program overage; the MIDC approved an additional amount reported in the meeting as $662,759.23. She also said the county's proposed health insurance renewal included a roughly 33% increase representing about $100,000 and that staff are gathering alternate proposals. Finally, Lori summarized ongoing work on a regional materials management plan to meet state materials mandate goals and said the Clare County group is evaluating recycling, transfer and disposal infrastructure and identifying service gaps before presenting preliminary goals and implementation strategies to the board.
Board members asked clarification questions and were told additional corrective actions and reporting steps for the MIDC contract amendment would be provided to the board.
