Silver Spring Township Authority approves large payments, authorizes $600,000 transfer for sewer and sludge projects

The Silver Spring Township Authority on July 17 approved a series of payments and a major intra-fund transfer to fund ongoing sewer and wastewater projects.
On a Mull-Secary motion the board approved July expenditures that included Sewer Revenue Account payments of $124,895.39 (which included $612.17 in Township stormwater/MS4 fees transferred to the township), Capital Reserve Account payments of $834,554.83, Developers' Account payments of $1,699.73 and Township Developers' bills of $324.00.
The board authorized staff to transfer $600,000 from the Sewer Revenue Account to the Capital Reserve Account to cover capital expenditures for the month. At the meeting the board also approved payment #18 to Pact One LLC for Contract 2022-01G in the amount of $526,751.77 for work and materials on the North I-81 sewer extension project, which the minutes record will leave a remaining contract balance of $1,236,179.33. The Authority approved payment #3 to Conewago Enterprises under Contract 2024-01 for $294,400.12 related to the sludge holding pad at the wastewater treatment plant, leaving a remaining balance of $170,983.74 according to the minutes.
The Authority noted a project cost review and an engineering memo dated July 11 describing continued paving work expected to be completed by the end of July and a planned coordination meeting between Pennoni and Mechanicsburg officials regarding West Trindle Road and sanitary service for homes on Church Street. Board members also asked about the timing for the Walden Pump Station upgrade, which staff said is planned to go out for bid in 2025. The board approved entering a Business Partner Agreement with PennDOT to facilitate Highway Occupancy Permits and related permitting activity.
The minutes include a delinquent-customer update from Manager James Stevens: a collection cycle begun in early June produced 172 notices, with 150 accounts outstanding at the time of the meeting; JSDC collection activity listed 16 accounts in Step 1, 21 in Step 2, two accounts in forbearance and one bankruptcy case. The minutes do not record detailed vote tallies for these motions beyond noting the maker and seconder and that motions carried, except where abstentions were explicitly recorded.
Next steps recorded in the minutes: the Walden Pump Station upgrade is being planned for bidding in 2025 and staff will continue routine engineering and payment processing related to the projects.
