LPRB reviews multiple property updates, outreach plans and community events

At its Sept. 19 meeting the Land Preservation Review Board discussed survey work and potential encroachment at 6623 Carlisle Pike, pending Phase I and title searches for other parcels, signed agreements for properties to be sent to the Board of Supervisors in October, and confirmed outreach presentations and Fall Fest participation.
The Land Preservation Review Board spent much of its Sept. 19 meeting reviewing property-status updates, outreach plans with neighboring municipalities and conservation forums, and logistics for upcoming public engagement.
Laura Brown, the LPRB program coordinator, reported that survey work is underway for 6623 Carlisle Pike (Tax ID #38-07-0459-014); Natural Lands staffer Robyn told the board the survey could resolve a possible encroachment by an adjoining landowner, and that settlement is possible in October. The minutes record a Phase I site visit for 493 Sample Bridge Road (Tax ID #38-04-0367-061) was completed Sept. 9 and that staff are awaiting the site report.
Jeb of Lancaster Farmland Trust requested a title search for 56 Green Hill Road (Tax ID #38-06-0015-001) and sent survey bid requests on Sept. 12 with responses due Sept. 27. The board noted agreements have been signed for several Green Hill Road parcels and for portions of 480 North Locust Point Road (Tax IDs #38-06-0013-27 partial, #38-07-0461-001A, #38-07-0463-010A); those agreements will be placed on the Oct. Board of Supervisors agenda for approval.
On outreach, LPRB member Vincent DiFilippo reported contact with Dickinson Township officials, who expressed interest in learning about the township's preservation program; the board plans to meet with Dickinson Township in the first quarter of 2025. Program Coordinator Laura Brown is scheduled to speak at the Cumberland County Forum for Local Land Conservation on Oct. 2, 2024, and Brown and DiFilippo will present at the Capital Area Council of Governments (CAPCOG) Managers Meeting on Oct. 9, 2024.
The board flagged non-technical communications and public presence items: J. L. Bruner will finalize and order a new LPRB banner; the board will staff a table at the township's Fall Fest on Sept. 28, 2024 at Stony Ridge Park (Brown will request an updated preserved-property map; Rob Shaw will bring brochures; Sharon Wevodau and Gerald Boyd will bring decorations and candy).
The board noted the proposed commemorative 1,000 preserved acres book is on indefinite hold. Financial statements and a PLGIT investment update were reviewed and possible changes to the financial reporting sheet were discussed. Carl Machamer provided a liaison report on township matters, and the minutes record that the Vincent DeFilippo Nature Preserve was named Central Penn Business Journal's top project of 2024.
The board went into executive session later in the evening and approved several recommendations to forward to the Board of Supervisors; those recommendations and motions are recorded separately in the minutes.
