LPRB moves $2.0 million into a 150-day PLGIT term, reviews property status and outreach plans

The Land Preservation Review Board on Aug. 15 approved a motion to move $1.5 million from a maturing PLGIT term and $500,000 from the PLGIT Prime account into a new PLGIT term for 150 days.
Board member Vince DiFilippo made the motion; Rob Shaw seconded it and the minutes record the motion was approved unanimously. The motion appears in the financial-report portion of new business.
Board members also reviewed updates on active properties: Natural Lands representatives completed a site walk and began a baseline report for 6623 Carlisle Pike and a completed survey will be the next step; a Phase I Environmental Assessment proposal for 493 Sample Bridge Road was obtained and will be signed by Laura Brown and followed by an environmental visit; Lancaster Farmland Trust received an Agreement of Sale for a conservation easement at 56 Green Hill Road and will complete title search and survey with settlement possible by year-end.
On outreach, the board agreed that Vince DiFilippo would contact Dickinson Township about starting a preservation program; South Middletown Township indicated it is not interested at this time; a Cumberland County forum on Oct. 2 will focus on local land conservation (Laura Brown will speak and the LPRB will staff a table) and Laura Brown and Vince DiFilippo will present at the Capital Area Council of Governments managers meeting on Oct. 9. The board also said it will request a table at the township Fall Fest set for Sept. 28 at Stony Ridge to promote land-preservation work.
Administrative items recorded in the minutes include that the proposed preservation book project has been put on hold and the board continues to explore options for a new banner.
Next steps: staff to execute the PLGIT transfers per the approved motion, coordinate environmental and survey work for the listed parcels, and confirm LPRB participation at the Oct. 2 forum and Sept. 28 Fall Fest. The board's next meeting is scheduled for Sept. 19, 2024.
