Silver Spring land board adds 56 Green Hill Road item after owner accepts easement offer

The Silver Spring Land Preservation Review Board on July 18 added an agenda item about 56 Green Hill Road after members were told the property owner had accepted an offer to convey an agricultural conservation easement. Jeb, of Lancaster Farmland Trust, prepared a proposal outlining the costs associated with conveying the easement; board members said both the offer and the Lancaster Farmland Trust fee proposal will be forwarded to the Board of Supervisors for approval.
The board identified the parcel by Tax ID 38-06-0015-001 and noted that most of the property’s acreage lies in Middlesex Township. Lancaster Farmland Trust requested that South Middleton Township notify Middlesex Township that the land would be preserved; the township solicitor for Silver Spring communicated that request to Middlesex, the minutes state.
Board members also reviewed two other active property transactions. A draft survey for 6623 Carlisle Pike (Tax ID 38-07-0459-014) has established the parcel’s exact acreage; Natural Lands’ staff member Robyn is reviewing the draft and plans a site walk in August 2024 to develop a baseline report that will inform the final payment amount. For 493 Sample Bridge Road (Tax ID 38-04-0367-061), the title search has been received and staff said mortgage and financial paperwork are being completed with the owner; an Environmental Assessment is the next step.
Carl Machamer, the Board of Supervisors liaison, told members the next BoS meeting will include two development plans and a vote on the easement value the LPRB recommended for the Deitch property. The board did not take a final vote on any easement at the July 18 meeting; members recorded the status updates and the plan to send documents to the Board of Supervisors for formal action.
Next steps: the Lancaster Farmland Trust fee and the accepted offer for 56 Green Hill Road will appear on the upcoming Board of Supervisors agenda for formal consideration. The LPRB’s next regular meeting is scheduled for August 15, 2024.
