Council approves cooperative agreement with New Albany East Community Authority

Director Stotts presented ordinance O-47-2024 to authorize a cooperative agreement between the city and the New Albany East Community Authority. The authority, established in 2015, collects a 9.75-mill charge used to provide for current and future community facilities and infrastructure, including OWDA loan payments for southeastern business-park projects.
Stotts said a draft agreement and reporting form (Exhibit B) will document how funds and project notifications are tracked and that the city manager would be authorized to execute the agreement and non-substantial amendments. Council reviewed questions about where Exhibit B appears in the packet and staff said the final form is included in the legislative materials and that updated versions will be circulated.
There was no public comment on the ordinance; council voted 7–0 to adopt O-47-2024.
Outcome: Ordinance O-47-2024 adopted, 7–0.
