Council approves $15,000 trial for July 4 parade safety measures after logistics debate

Enumclaw’s City Council approved an amended funding motion to allocate up to $15,000 for a trial deployment of safety measures at the July 4 parade, after extended discussion about barricade logistics, staffing and business impacts.

Council member Martinell presented notes from a multi-stakeholder meeting (EPD, event planning staff, city shops, Chamber) highlighting that parade attendance has grown, EPD resources are constrained, and that hired security personnel are more difficult to secure during regional events. He requested funding to cover both barricade rental (staff quoted about $8,000 per parade under a government-pricing contract) and additional staffing for staging and route safety; the original motion discussed $30,000 for both parades.

Staff described a budgetary and deployment picture: an initial vendor quote of roughly $16,000 for fence panels was reduced by about half when government contract pricing was requested; the full route was estimated at 4,000 linear feet (2,000 per side), deployment would take 3–4 days, and rented aluminum panels weigh roughly 45–75 pounds each and would require staff or vendor labor to move. Staff also said plastic alternatives could be cheaper and easier to move but had not yet been quoted. Council members expressed concern about downtown parking loss during deployment, potential business impacts, and the need for further logistical planning.

Council amended the motion to limit funding to an up-to-$15,000 trial for the July 4 parade with measures to be determined by administration, the police department and the Chamber. The amendment passed on voice vote and the amended motion was approved with an announced tally of 5–1. The city will coordinate with the Chamber and EPD to finalize the scope of the trial deployment and staffing.
