Council adopts Resolution 1879 to update fee schedules for parks, cemetery niches, and school impact fees

The Enumclaw City Council approved Resolution 1879, a fee-schedule amendment that includes Parks Department updates and an automatic adjustment to the school impact fee.
Parks & Recreation Director Alina Hibbs described two fee proposals: creating a two-day-per-week, lower-cost swim-team option at the Aquatic Center to provide an affordable alternative to the existing three-day program; and a set of pricing changes for cemetery products (infant lots, cremation garden lots, mausoleum alcove niches) intended to reflect operations and maintenance costs and the diminished supply of some lot types. Hibbs said the mausoleum’s north and south-facing sections are sold out and that only alcove niches remain available; the resolution updates pricing levels for those alcoves.
Chris (staff) summarized a 3.1% automatic adjustment to the school impact fee based on the Consumer Price Index for the Seattle–Tacoma–Bellevue area; staff implemented the CPI change on April 1 and presented paperwork to align the fee resolution with permit records. The city also received an email from the school district asking about adoption of the district’s calculated school impact fee; staff responded that the city will review the district’s capital facilities plan once approved by the school board this summer and then consider whether to deviate from the current CPI-based formula.
The council moved and seconded approval of Resolution 1879 and passed it by voice vote. Staff indicated the cemetery fee changes had been brought to full council rather than waiting for the cemetery board (which lacked a quorum) to avoid penalizing Weeks Funeral Home.
