County hires actuary to study police pension; approves $120,000 workers' compensation settlement

St. Joseph County commissioners voted June 16 to hire the Howard E. Nyhart Company for a $22,500 actuarial administrative services agreement to analyze options for the county police pension plan and to approve a mediation settlement of $120,000 in a workers' compensation matter for David Fain.
John Murphy, the county auditor, told the board Nyhart is a firm that performs municipal actuarial work and that the $22,500 study will be paid from the local income tax fund. Murphy said the study will model options and attach cost estimates to help county leaders and the county council decide how to address pension funding and long‑term liabilities.
Separately, county counsel presented a workers' compensation settlement for David Fain that the board approved; counsel said the settlement is a one‑time $120,000 payment and that approval by the Indiana Workers' Compensation Board is required before it is final. Counsel also said the settlement would bar future medical expense claims related to the matter once the Workers' Compensation Board signs off.
Commissioners discussed that the county previously allocated $12 million from the general fund to reduce accrued pension liability and described the Nyhart engagement as a next step to identify sustainable options. The board approved both the Nyhart agreement and the Fain settlement by voice vote (Morton, Hazen, Baxmeyer aye).
