Commission reviews Quinn Road culvert plan, schedules public hearing for June 1

Peter Hughes, Director of Planning & Development for the Town of Marlborough, presented preliminary plans May 4 to replace failing metal culverts on Quinn Road with a precast concrete box culvert over Cattle Lot Brook.
Hughes reviewed site grading and drainage considerations and said construction will require a temporary single‑lane traffic pattern controlled by temporary traffic signals. He stated that funding for the project is secured and that the town schedules the work for 2027, but he did not specify the funding source in the meeting record.
After discussion, the commission agreed a site walk may be necessary but deferred one for now. Chair David Pratt asked for a motion to table the application #04-26 to the June 1, 2026 meeting; Commissioner Martha Smigle moved to table and Commissioner Manny Hatzikostas seconded. The motion passed unanimously.
Separately, Commissioners voted to add a public hearing on application #04-26 to the June 1 Conservation Commission agenda; the motion to add the hearing was moved by Commissioner Manny Hatzikostas and seconded by Commissioner Robert Hamilton and carried unanimously. The public hearing will provide an opportunity for residents and other stakeholders to comment before the commission considers any formal approvals.
