Marlborough approves $189,000 transfer for South Road culvert pending state TRIP grant

Marlborough’s town meeting on April 23 approved moving $119,000 from the Capital Non‑Recurring Fund (Public Works) and $70,000 from the Capital Non‑Recurring Fund (General Government) to the South Road Culvert Project, the moderator announced after a paper‑ballot vote that passed 9–0.
Town Planner Peter Hughes said the funds will be used “to replace a corroded and deteriorating 48‑inch pipe with a 4‑ft by 13‑ft box culvert.” He told the meeting that if the town is awarded a $500,000 Transportation Rural Improvement Program (TRIP) grant from the Connecticut Department of Transportation, Marlborough’s share of the project would be $200,000; the grant award is expected this fall.
The transfer was introduced after Moderator Joe Asklar recounted that the Board of Selectmen voted to call the special town meeting on April 7 and that the Board of Finance recommended the CNR transfers at a special meeting on April 17. The motion to approve the transfers was made from the floor by resident Mike Nastri and seconded by Hal Whitney. Asklar moved the vote to a paper ballot; Louise Concodello seconded that motion. Asklar then called the question, and the motion passed unanimously with nine votes in favor and none opposed.
The motion’s adoption authorizes the shifting of existing CNR funds into the South Road Culvert Project account to cover the town’s anticipated obligation should the TRIP grant be awarded. The grant application and award process remains with the Connecticut Department of Transportation; no final state funding decision was reported at the meeting.
After the vote, Asklar moved to adjourn; the meeting ended at 7:15 p.m.
