Middletown council approves sidewalk program, Mainstreet contracts and several personnel actions

On personnel items, Dan Fountain moved and Gary Kendall seconded a motion to pay employee Bobby Chance for 79 hours of vacation related to a dispatch closing; the motion and seconder are recorded in the minutes (the transcript excerpt does not include a recorded vote result). Fountain moved and Kendall seconded the hiring of Gilbert Zapfe as a utility worker at Grade 10; that motion carried 5-0.
