Planning commission forwards housing element amendment to Board to meet HCD deadline after Mountain House RHNA transfer

The San Joaquin County Planning Commission on June 24 voted unanimously to forward a general plan text amendment (PA‑2600209) revising the county’s 2023–2031 Housing Element to the Board of Supervisors so the county can meet a July 12, 2026 deadline from the State Department of Housing and Community Development (HCD).
Principal Planner Megan Eure explained the amendment follows a formal transfer request accepted by the city of Mountain House that reallocated 5,113 units from the county’s prior RHNA (regional housing needs allocation). ‘‘With the agreed‑upon transfer of 5,113 units to the city of Mountain House, the county's allocation has been reduced to 3,695 units,’’ Eure said. Staff presented a sites inventory showing a surplus of 1,164 potential units across income categories and said the housing element amendment is proposed to remove references to Mountain House from the county analysis and update programs and fair housing assessments to maintain compliance.
Eure also said an environmental assessment determined the amendment is exempt from CEQA under the common sense exemption. Staff recommended the Planning Commission adopt findings and forward the amendment to the Board of Supervisors at its June 30 meeting so the county can submit the revised Housing Element to HCD by or before the July 12 deadline.
Commissioners asked procedural questions about the transfer and responsibilities of the newly incorporated city. A motion to accept the amendment as presented and forward it to the Board passed 5‑0. The commission’s recommendation will be considered by the Board of Supervisors at its next available meeting.
