Council advances first reading of 2024 levy and backs CDBG home‑improvement application with $20,000 match

The Mt. Vernon City Council on Dec. 4 held a first reading of an ordinance to levy property taxes for fiscal year 2024 and took related grant actions.
City Attorney David Leggans presented the levy ordinance for first reading; City Manager Mary Ellen Bechtel told the council that there is no increase in the levy from the prior year and that the property tax levy amount is $2,880,100.00. The item was presented as a first reading only; no final levy ordinance vote was recorded at the meeting.
Leggans also presented a resolution expressing the City’s support for applying for a Community Development Block Grant (CDBG) to fund home-improvement projects. Council Member Donte Moore moved approval and Council Member Joe Gliosci seconded; the council voted unanimously to approve the resolution of support.
The council then approved a companion resolution committing $20,000 in local funds as the required match for the CDBG home-improvement application. City Manager Bechtel described the $20,000 commitment during discussion; Council Member Ray Botch moved the match resolution and Council Member Mike Young seconded. The motion passed unanimously.
What’s next: The levy requires additional readings/ordinance adoption at subsequent meetings to become final. The CDBG application and local-match commitment will proceed as approved by resolution; the minutes do not record the application deadline or the agency administering the grant.
