Gilliam County commissioners on June 17 approved several administrative and personnel measures intended to strengthen internal controls and accommodate workload.
Treasurer Kelly Smith presented a revised reconciliation policy to add a court-designated reviewer with view-only online access to bank statements as a second check on monthly reconciliations; the court approved the change to improve segregation of duties and audit practices.
The court also approved revised position descriptions submitted by administration: an administrative assistant (proposal to convert the current part-time slot to full-time to provide cross-department continuity), a clarified executive-assistant-to-the-county-court description, and refinements to the finance director's duties to separate accounts receivable and accounts payable responsibilities. Staff said changes address audit recommendations and workload needs.
The court discussed a library assistant position proposed by Library Director Mary Racer (to reduce reliance on student interns and expand hours). Commissioners expressed concern about sustainable funding because the library has relied heavily on SIP (large-project) grant funds that will wane; they agreed to table the request and revisit staffing and funding during budget cycles (proposal timing suggested for December or the next budget process).
Other administrative actions: the court approved renewal of a patrol-legal subscription (ELSI Legal LLC) for law enforcement policy updates and approved a one-time 40-hour vacation carryover for employee Chris Simmons ahead of her phased retirement.
Next steps: staff will implement the reconciliation-policy changes, finalize job-description updates and coordinate any required hiring steps; the library staffing request will be revisited in future budget planning.
