Council approves sewer replacement bid and easement releases to enable local development

City Manager Mary Ellen Bechtel presented bid results for replacement of a dilapidated sanitary sewer on 11th Street, explaining the work is required to allow Central Christian Church to build a new parking lot. The council awarded the contract to low bidder J.K. Trotter & Sons of Mt. Vernon for $123,185.28 after a motion from Council Member Ray Botch and a second from Council Member Mike Young.
City Attorney David Leggans then presented a resolution to release and vacate a water easement and a sanitary sewer easement near Rend Lake Marketplace. Bechtel told the council the easement release is intended to enable construction of a new Advanced Manufacturing facility. The council voted unanimously to approve the easement release.
Leggans also presented a related resolution to release a sanitary sewer easement near Central Christian Church and replace it with a relocated easement tied to the church’s parking-lot project; Bechtel said the action formalizes the relocation of the sewer main. Council Member Ray Botch moved approval and Council Member Mike Young seconded; the motion passed on a unanimous vote.
All three actions were recorded as unanimous approvals. The council did not provide a timetable for construction start dates in the meeting discussion.
What’s next: staff will proceed with contracting for the 11th Street sewer replacement and record the new easement locations as approved by the council. No additional funding authorizations beyond the approved contract amount and easement actions were recorded in the meeting minutes.
