Mt. Vernon council approves $3,059,804.17 in payments, OKs park projects and kennel conditional use

The Mt. Vernon City Council unanimously approved consolidated vouchers totaling $3,059,804.17 at its Jan. 16 regular meeting, the largest formal item on an agenda that also included park improvements, a zoning conditional use and summer concessions agreements.
Council Member Ray Botch moved to approve the consolidated vouchers for accounts payable totaling $3,059,804.17; Council Member Mike Young seconded the motion, and the vote was recorded as Yeas: Botch, Gliosci, Moore, Young and Lewis. The payment approval was listed on the consent portion of the agenda.
City Manager Mary Ellen Bechtel asked the council for permission to seek bids for a 100-foot pedestrian bridge at Veterans Park Lake connecting the walking path to the south island; Council Member Ray Botch moved to grant permission and Council Member Joe Gliosci seconded. The council also approved the purchase of two aerator fountains for Veterans Park Lake, following staff recommendation to accept a Shoreline Aquatics LLC quote of $28,407.92 (a competing quote from Aquatic Control, Inc. was $31,884.37). Council Member Donte Moore made the motion to purchase the fountains; Council Member Mike Young seconded and the motion passed unanimously.
Bechtel also requested a street closure on 9th Street between Main and Harrison for Jan. 27, 2024, from 5:30 p.m. to 10:30 p.m. for an event at the Granada hosted by the Jefferson County CEO Program. Council Member Joe Gliosci moved to approve the closure; Council Member Donte Moore seconded and the motion carried.
On land-use business, City Attorney David Leggans presented Ordinance #2024-02, approving a conditional use for a cat kennel at 2714 Broadway petitioned by Little Paws of Mt. Vernon. Kerri Gerke of Little Paws was present to answer questions. Council Member Donte Moore moved to approve Ordinance #2024-02; Council Member Mike Young seconded the motion and the ordinance passed unanimously.
The council also approved a resolution authorizing agreements with LLB Sports of Southern Illinois, Inc. for concessions and field usage at Lincoln Park/Cusumano Park for the 2024 season. Brandon Schulte, president of LLB Sports, was in attendance when the agreements were summarized by staff. The motion to approve the agreements was made by Donte Moore, seconded by Joe Gliosci, and approved unanimously.
Mayor John Lewis requested and the council voted to enter executive session under 5 ILCS 120/2(c)(21) to review executive session minutes; the council reconvened at 7:17 p.m. After returning to open session, Council Member Donte Moore moved to release executive session minutes from July 17 and Sept. 18, 2023. The motion was seconded by Council Member Mike Young and approved by all members present.
Council Member Ray Botch reminded residents that the Citizens Police Academy is scheduled for Feb. 24, with registration available online. The meeting adjourned at 7:19 p.m.
What happens next: The Jan. 2 meeting journal will be placed on the Feb. 5 agenda for approval; the city will proceed with solicitation of bids for the pedestrian bridge and the ordered fountains are to be procured per the approved quote.
